Details of the qualification process for the France 2023 Rugby World Cup have been released by World Rugby

The Rugby World cup qualification process aims to provide equal opportunity for all unions while bringing the best teams in the world to rugby’s showcase competition.

Twelve teams have already qualified for France 2023 by placing in the top three of their respective pools during RWC 2019, thus the eight remaining spots will be filled through a series of regional and cross-regional qualifiers. In order to select the final qualifier, a four-team round-robin Final Qualification Tournament will be held in November 2022.

The announcement comes after consultation with unions and regions in January 2020 and a thorough analysis of performance at Rugby World Cup 2019, where rankings upsets and the outstanding efforts of Japan, Fiji, Uruguay, Tonga, and Georgia, in particular, helped close the performance gap, with the average winning margin between established and emerging unions falling below benchmarks from 2015 as a result.

“The process has been developed via full consultation with our regional associations and member unions will provide a genuine opportunity for full member unions to qualify for our showcase men’s 15s event. Maximizing the existing regional competition, the process is good for regions and unions in managing costs for organizers and participants alike, which is important as we all recover from the global pandemic.

“On behalf of World Rugby, I’d like to wish all teams involved the best of luck on their journey to France 2023.”

The Americas will provide two direct spots, while Oceania will provide one straight qualifier and one additional direct spot after a play-off with Asia. The remaining qualifiers will come from the Rugby Europe Championship (two direct spots), Rugby Africa Cup (one straight place), and Final Qualification Tournament (one direct place).

Americas:

By September 2022, two teams will be qualified from the Americas. Americas 1 and Americas 2’s third-best squad will compete in the Final Qualification Tournament.

Europe:

The two top teams in March 2022 will qualify straight for the current Rugby Europe Championship, with the third-placed team competing in the Final Qualification Tournament. These teams are Europe 1 and Europe 2.

Africa:

Rugby Africa Cup 2022’s victor advances straight, while the losing team advances to Final Qualification – Africa 1.

Oceania:

In 2021, Tonga and Samoa will play off at home and away to determine which nation advances to the direct qualification round for the Oceania region. Pacific 1

The losing team will then play the highest-ranked team in the Oceania Rugby Cup 2021, with the eventual winner competing in Asia / Pacific (see below) as Oceania 2.

Asia / Pacific:

Oceania 2 will play the Asian Rugby Men’s Championship 2021 champion both at home and abroad. The qualifier will be determined by the aggregate winner, and the loser will advance to the final qualification. Asian and Pacific 1

Finally Qualified Four teams will compete in a tournament in November 2022. The victor advances to the Rugby World Cup 2023 as the last qualification winner.

South Africa, England, New Zealand, Wales, Japan, France (host), Australia, Ireland, Scotland, Italy, Argentina, and Fiji are among the nations who have already qualified.

Ireland and Scotland were drawn into the same pool as the reigning champions South Africa for the 2023 Rugby World Cup. The 2019 World Cup runners-up England has been placed with Japan and Argentina, the hosts France with New Zealand, and Wales with Australia and Fiji.

Ireland, who has never advanced past the quarterfinals, would appear to have a difficult time ending that streak if they were to play New Zealand.

DHAKA: Bangladesh will play two Twenty20 international competitions against the United Arab Emirates as a portion of their build-up for the World Cup in Australia. Bangladesh also will play a tri-nation tournament in New Zealand connecting the hosts and Pakistan before traveling to Australia for the T20 World Cup.
